Download the [http://ftp5.gwdg.de/pub/misc/cran/bin/windows/base/R-3.2.3-win.exe installer R-3.2.3-win.exe] which conains a binary distribution of R-3.2.3 to run on Windows(including 64-bit versions of Windows). Just run this for a Windows-style installer with standard user rights not as administrator.
